You have to first defeat Team Rocket in Goldenrod City before you can enter the gym.

You'll have to get access to a hidden area that's connected to the underground stores in Goldenrod, and find the key that accesses the third floor doors in the Radio Tower. After beating the final Executive, you'll finally be able to get past that Rage Candybar salesman and reach Blackthorn.

Mewtwo. After beating the game, Professor Oak will ask you to go talk to his colleague, Professor Elm in New Bark Town. If you have obtained at least 2 Johto badges, Professor Elm will give you HM05 Waterfall, which allows you to enter Cerulean Cave. Mewtwo is found at the very end.

Secret garden. The entrance is just a regular tree to the right of route 1. You can seemingly ONLY unlock it via Blue fight by the pokemon league.
